You need an image of a person. However, at first, open a document. Select a brush and stroke it using different brush size and design to draw in the document. Now, open the image of the person and double click on the background layer. It will rename it as layer 0. Copy the image and paste it to the document. Open your transform tool by clicking Ctrl + T and place it where it requires specifically in the middle. Double click on the background layer to rename it as layer 0 again. Go to Image> Adjustments> Black and White. Make some adjustments there. Move the layer 0 to the top and create a new layer. Now, on that layer selected, click Ctrl + backspace and close the eye of layer 2. Then, go to Select> Color Range and make sure that fuzziness is 200 percent and click OK. This time, close the eye of layer 0 and open the eye of layer 2. Invert it with layer 2 selected by clicking Ctrl + Shift + I. Add a new mask on layer 2. Now, select layer 1 and place the image within the design using Ctrl + T. Add another new layer and with that layer selected, change the adjustment layer to ‘Gradient Fill.’ Select the gradient that you want to use. Change the blending mode to ‘screen.’ Add few layers. Select the foreground color with different color at a different time and background color as white. Select the brush tool and paint it with different colors separately. Change the blending mode to ‘Color Dodge’ on those layers. Paint it on the surrounding of the image with those colors. It should do the job perfectly.

I hope that it will help you and from now on, hopefully you will follow this procedure more often in Photoshop and be an expert in this field in the future.
