First go to Filter> Render> Clouds and Filter> Distort> Shear and then duplicate the layer to select clouds. Then select plastic wrap. To do that, go to Filter> Artistic> Plastic Wrap, soft light and duplicate the layer. Then go to Filter> Sketch >Chrome to select chrome. Now, make some adjustments to finish it up. Select Hue/Saturation. Make the chrome layer to Overlay and plastic wrap layer to Soft light. That sums up the whole process.
