Color splash is an effect in which a lot of images are in a black and white with only specific areas are in color. At first, open an image and make sure that the image is the background. Here, the image is that of a rose and the other part of the background is green. Then, double click on the background and that will unlock that layer.  Now, duplicate that layer and name it as you like. Here, it would be ‘Layer 0 copy.’ Now, go to image> adjustments> black and white and click OK when the box comes up just the way it was before. Grab the eraser tool and color it wherever you like as the image is now black and white. Here the rose will be colored and the background should be black and white.
